Corded or Cordless:
The Black & Decker PHV1810 is a cordless hand vacuum which is powered by Nickel Cadmium battery while the Eureka 71B is a corded hand vacuum that you have to use it with the cord plugged in.
If you want to do the cleaning job without worrying the battery life, or do not like to charge the hand vacuum before using, then you should choose the Eureka 71B.
If you hate the cord and need a more portable one, then the Black & Decker PHV1810 better suits your needs.
Brush Roll:
The Black & Decker PHV1810 has suction only and no brush roll, while the Eureka 71B has one motor for brush roll that can be turned on/off and one motor for suction.
Thus, if you need a hand vacuum for carpeted stairs, upholstery, sofa. etc. the Eureka 71B is a better choice.
Accessories:
If you need a hand vacuum with hose, then you should choose Eureka 71B.
The Black & Decker PHV1810 comes with on-board brush and crevice tool while the Eureka 71B includes a stretch hose and on-board crevice tool.
Price:
When we wrote this post on 2013-05-10, the retail price of Black & Decker PHV1810 is about $10-$15 more expensive than the Eureka 71B.
Warranty:
The Black & Decker PHV1810 carries a 2 Year Limited Warranty while the Eureka 71B has only one year warranty.
Suction Power:
Corded vacuum is more powerful than battery powered vacuum.
