The Miele S163 has been discontinued, the S194 is the current Miele stick vacuum on the market. Here are some difference between them:

Optional Motorized Attachment:
The Miele S194 has a socket for motorized floor tool whereas the S163 does not have this socket.

Wand:
The wand of Miele S163 is non-telescopic while the wand type of S194 is telesopic that allows it to fit your height.

Color:
Miele S163 is Black while the S194 is Red.

Operating Radius:
Miele S163 has a 26 ft operating radius while the S194 has a 28 ft cleaning radius that provides longer reach.

Floor Tool:
Miele S163 comes with the SBD 245 Combination Rug / Smooth Floor Tool for cleaning smooth flooring and low pile rugs/carpeting
while the S194 comes with the new SBD 470-3 FiberTeQ Combo Floor Tool.

Corded or Cordless:
The Black & Decker PHV1810 is a cordless hand vacuum which is powered by Nickel Cadmium battery while the Eureka 71B is a corded hand vacuum that you have to use it with the cord plugged in.
If you want to do the cleaning job without worrying the battery life, or do not like to charge the hand vacuum before using, then you should choose the Eureka 71B.
If you hate the cord and need a more portable one, then the Black & Decker PHV1810 better suits your needs.

Brush Roll:
The Black & Decker PHV1810 has suction only and no brush roll, while the Eureka 71B has one motor for brush roll that can be turned on/off and one motor for suction.
Thus, if you need a hand vacuum for carpeted stairs, upholstery, sofa. etc. the Eureka 71B is a better choice.

Accessories:
If you need a hand vacuum with hose, then you should choose Eureka 71B.
The Black & Decker PHV1810 comes with on-board brush and crevice tool while the Eureka 71B includes a stretch hose and on-board crevice tool.

Price:
When we wrote this post on 2013-05-10, the retail price of Black & Decker PHV1810 is about $10-$15 more expensive than the Eureka 71B.

Suction Power:
Corded vacuum is more powerful than battery powered vacuum.

These two Black & Decker hand vacuum cleaners have no wall mount and only one suction setting.

Voltage:
PHV1810 is 18 volt while the PHV1210 is 12 volt.

Price:
PHV1810 is about $10 to $25 more expensive than the PHV1210 on 2013-05-09.

And they are in different colors.
