Both of them do a good job on stair cleaning and quick pick up.

The Bissell 33A1 is designed for quick picking up pet hair and dry messes, it comes with 2 Nozzles, a Rubber Nozzle for picking up dirt and pet hair & a Hard Nozzle for removing dry messes.
The Eureka 71B features 2 motors, 1 motor powers the rotating brush, and 1 motor for suction only mode. Its motorized brushbar can be turned On/Off. It also features the Riser Visor, a clear plastic cover that stays down for horizontal surfaces cleaning and can be flipped up for cleaning vertical surfaces.

There is no big difference between 3106L, 3106Q, and other 3106 series models, Bissell just add color variety and provides different models to different retailers. The unit itself is the same, the model numbers imply the color and where sold. That’s it.
